Consumer Unit Handover Guide [PDF]
This has been written as a generic handover document for the installation of new consumer units installed in domestic dwellings. It assumes RCBO single-phase operation and allows for the presence of surge and arc-fault protection, and that full inspection and testing, along with electrical certification, has been provided along with some form of post installation warranty support. The enclosed Electrical Installation Condition Report In “The Electrical Safety Standards in the Private Rented Sector and Social Rented Sector (England) Regulations 2020” [1] Part 2, Paragraph 3 (b), a Landlord must ensure every electrical installation in the residential premises is inspected and tested at regular intervals by a qualified person. In Paragraph 8, a “qualified person” means a person competent to undertake the inspection and testing required under regulation 3(1) and any further investigative or remedial work in accordance with the electrical safety standards. I can confirm that I have requisite experience for inspection work, that I hold the appropriate qualifications for such work, including 2382-18 (Requirements for Electrical Installations BS7671:2018 (18th Edition)) and 2391 (Certificate in Inspection, Testing and Certification of Electrical Installations) and that at the date of the inspection I have valid Public Liability and Professional Indemnity insurance policies. Relevant documents are available for review upon request. Yours faithfully, <Name of inspector> [1] https://www.legislation.gov.uk/uksi/2020/312/contents |
The text refers to legislation given here and will require personalising on your own letterhead and with details of your own business and qualifications. As a minimum, the lastest Edition exam (C&G 2382) along with a Level 3 qualification in periodic inspection such as a 2391, 2395 or EAL/LCL equivalent, should be held by any inspector. If a third-party wants to keep this covering letter and copies of your insurance and qualifications on file, that will cover them under EAWR (1989).
